Policy & Legislation
This section sets out the overall policy and legislative framework which the government has established for the delivery of low carbon homes. Then the more specific requirements for eco-retrofitting and new build are dealt with.
- The low carbon framework includes the overarching provisions of the Climate Change Bill which sets targets for the reduction of carbon emissions from the housing sector and a review of the key policy documents and research reports that have shaped policy since mid-2007.
- The more specific policies and programmes for eco-retrofitting include the measures to assist both low income owners and initiatives to encourage investment by ‘able to pay' homeowners.
- The route to zero carbon is set out in terms of the ‘stick' of the phased increase in the minimum mandatory requirements of the Building Regulations and the ‘carrot' of the stamp duty rebates.
