Planning Applications
In the interim period before the Development Plan is formally updated to reflect the policies in this PPS planning authorities have to ensure that development proposals are consistent with the policies in this PPS. Where inconsistent amendments should be sought or where this is not practical authorities should consider refusing planning permission.
The PPS states that
‘An applicant for planning permission to develop a proposal that will contribute to the delivery of the Key Planning Objectives set out in this PPS should expect expeditious and sympathetic handling of the planning application' (para 40)
Planning authorities should now expect new development to
- comply with adopted DPD policies on local requirements for building sustainability and decentralised energy supply unless the applicant can demonstrate that this is not feasible or viable
- take account of landform layout building orientation massing and landscaping to minimise energy consumption, including maximising cooling and avoiding solar gain in the summer; and be planned to minimise carbon emissions through giving careful consideration as to how all aspects of development form, together with the proposed density and mix of development, support opportunities for decentralised and renewable or low carbon energy supply.
They should also expect new development to provide public and private open space, give priority to sustainable urban drainage systems, provide for sustainable waste management, and create and secure opportunities for sustainable transport (para 42).
