Builders and their suppliers and consultants who have little or no experience of low carbon homes will find it useful to have access to exemplar developments from which they can gain a detailed understanding of the ‘nitty-gritty' of reducing the carbon emissions from the homes they build and refurbish.

The Callcutt Report stressed the importance of exemplars. It recommended the creation of a Zero Carbon Delivery Unit to monitor, guide and co-ordinate the zero carbon.
Programme. A key task for the Unit would be to create a National Exemplar Homes Programme, which would bring together the English Partnerships Carbon Challenge, the government's Eco-Towns Programme and other private and public sector initiatives which are focussed on designing and constructing homes to Code Level 3,4,5 & 6 standards, in developments at a variety of scales.

As part of this project SECBE has identified a range of exemplars for which project information is available on the web or where brief information and contacts can be provided. Where possible exemplars have been drawn from the South-East Region.

Over the past decade and for a variety of reasons, exemplar low carbon developments have been constructed which demonstrate the opportunities and some of the hurdles the industry now faces as it meets the challenge of zero carbon housing by 2016. In most cases these can be regarded more as prototypes, rather than exemplars, but access to some of this good practice through this reference guide will be a useful starting point.

There are very few examples of either new build or refurbishment projects which have been assessed against the Code of Sustainable Homes standard. However, a variety of projects have been assessed against a range of predecessor standards, notably the BRE EcoHomes standard and the Energy Saving Trust Best Practice Standards, both of which exceed Building Regulation standards.
