Procurement
Key issues: Enlightened procurement is one of the key components of radically improved sector performance. Customers that understand and articulate their business need for construction services, and that buy on a ‘whole life value' basis are as equally important as the suppliers who can meet that need through excellent teams, processes and technologies. Poor procurement significantly constrains supplier performance, resulting in budget and programme over-runs, poor quality etc
SECBE aim: Members will report a significant increase in the number of clients placing orders based on best value rather than lowest price
How?
- Audit before Action - identifying and publishing existing efforts by key others to improve the sector's procurement practices
- By producing simple ‘why and how to' guidance for small and irregular clients - promoting greater use of Value Engineering as a platform to engage key suppliers early to improve initial proposals and maximise value for the client and end users
- Providing specific training and support for SME suppliers to bring them up to date on where to find business opportunities, getting pre-qualified, and how to develop and submit winning proposals. Additionally, SECBE will determine the benefit/viability of an SME Buyer's Club
- Encouraging and promoting best practice to drive wider sector adoption of enlightened practices
